Helen is a seasoned lawyer and development professional with over 30 years of experience in legal, judicial, governance, and international development. She has spent the last 20 years advancing justice, security, and resilience in complex and non-permissive environments. Helen has served in various roles with the United Nations, U.S. Department of State, and multiple government institutions in several countries, including Sudan, Liberia, Afghanistan, Somalia, and the Caribbean. 


Her expertise encompasses strengthening rule of law; judicial, legal, and security sector reform; conduct and discipline in peacekeeping missions; and coordinating partnerships in post-conflict countries. She also has significant experience serving on various United Nations administrative panels and conducting investigations.   


With a robust legal background, Helen has held roles such as Registrar of the Supreme Court and Magistrate, where she made significant contributions to policy development, streamlined case management systems, and championed reforms addressing gender-based violence.
